Maybe the hand of reward has been too generous, and the hand of punishment must be brought down, save students from themselves, by creating the gulag of community colleges.

Physical activity every day, before, after, and during class. Class is physical activity! But physical activity involves working in the mine or on the assembly line. Student and graduate employment cannot drop under 100 percent in this scenario. Costs to students will be cut to nil as students will be turning a profit for the school. Room and board will be provided. Anything short of cannibalism would be an improvement over the current higher education system.
